Thinking of theme here.

The event card, (Stage 1) Berlin Speech. It says to "Set Hitler's Military Support to its starting value."

Why, according to the theme, woukd a speech by Hitler lower (usually) his Military Support? I would think him giving a speech would raise it. What am I missing here in view of theme?

Maybe the military forces had to participate at the speech to represent hitler's strength in numbers.
So they actually werent available.

Hitler was much more aggressively pro-expansionist than the military, so when he gave speeches threatening other countries, it lowered his support within the military.

My guess is that the speech was his "Proclaimation to the German People" speech. Perhaps it lowers his military support because after, communists were violently suppressed.
