Does a reverse worker placement game exist?

(Example: You start with a working economy and have to draft workers into the military)

Nippon can be considered a worker "takement" game. Each round you take workers from the board to perform actions instead of placing them.

Maybe Village? Every action has a pool of cubes and in order to perform an action, the players take one of those. Later on, those cubes can be used to do various things in the game.
