Hello...

How about having some terrain feature where only 'Infantry' type units can go? 'Infantry' units, Rifle... SMG... Engineer. No... Cavalry, Wagons, Trucks, Half-tracks or Tanks may enter such a designated hex. Units occupying such hexes could 'fire' out from them at targets in 'other' terrain, as per the units abilities (range, target limits... etc.).

Attacks against units occupying such terrain, from units also occupying such terrain, can only be 'close assault'. Additionally, 'indirect-fire'or attacks by 'air units' can be utilized. To 'spot' units in such terrain, you must have a unit adjacent to the hex occupied by the target unit.

It would cost the entire movement factor to enter such a hex, leave such a hex or move from one such hex to a similar hex. In PB you could specifiy the 'Gullies' as that sort of hex. A simple modification. When implimented, it would make 'fords' and 'bridges' potentially coveted locations. Controlling them would focus area's of conflict and control to achieve victory conditions.

I don't have the rules here, but isn't Swamp pretty close?

Hello...

Yes, 'Swamp' hexes are pretty close to that, I think.
The way combat is conducted would be the only real difference.
And of course you could designate other terrain types to have
these attributes. Or, just specifiy area's on maps to make them
into the 'Broken Terrain'.

There was/is a whole set of variant maps at the Imaginative Strategist website that had some new terrain types iirc. You might want to check it out. Some company at one time had printed mounted copies of them for sale.

Thanks for the tip. The maps look great, eh? There are 'new' terrain types, but nothing that seemed to fit the bill. Well, anyway, it should
be easy enough to desigate some existing terrain type as being 'Broken Terrain'. I would guess though, that is, if you overdo it, a scenario might be unwinable or too easy. But, it might make for an interesting variation.

This brings up a question, can cavalry move through swamps at full movement? Could not find that in the rules.

Cavalry are classified as infantry and pay the costs shown for infantry: 1 mf to enter swamp.
