So pre-assembly,

I take ten 1's.

Five of those 1's are face up, and the other five are face down. Put them together and wrap it with a sticker.

Does that stack represent $1 in the game or $5 total?

Thematically it's a stack of ones, which probably makes it $10. In game though it's still just 1 for purposes of paying and trading.

To get a tournament playable rare card, which is what it's supposed to represent? Sounds about right to me.

But you're not buying the tournament-caliber rare directly -- that's the aftermarket. You're buying the booster pack and throwing away the silly non-rare cards that come with it, and maybe the rare is worth it.

That thread aged me. I think BGG is generally a nice, low-key place to go relax in the evening, but my pulse was high for the whole 80-odd pages.
