While going over the rules and design notes, I discovered the game credits John H. Butterfield (Ambush, D-Day at Omaha Beach, Enemy Action Ardennes, et al.) as game developer. I'm going to guess this game plays well solo, although I realize this wasn't designed as a solo game, it was simply developed by a solo game designer... whistle

It can work solo if you play the Germans, as the Soviets have no secrets. Then you play the Soviets as well as possible, but try to win as the Germans. But the Germans do have secret stacking, so you cannot really play the Soviet side solo.
