This was my thought based on reading the card and the fact that other cards explicitly give special directions for solo if necessary. I tried it with drawing a flaw and it got real out of hand in game 3 of campaign. Thanks!
thematically, I take it as his flaw ("loyalty for sale") means turning against some of his crew mates (or at least not "having their back"), and that puts the rest of the people in danger. But when he's alone, there is no one for his disloyalty to effect.
Although if you wanted to be more true to form, you could randomly select one of the 4 non-player "main characters" to draw a crew strike
