The rules state that you can Hire an unclaimed Specialist or hire one away from another player.
The problem with this is that when you get a Specialist you want their number of buildings to increase which means you stack up coins of their color by using workers of their color. I've played games where one player has so many coins of one color that another player virtually cannot hire that Specialist. Or they decide it is not worth it as you'll just hire them right back the next turn.

So you want to push up the number of buildings to make that Specialist more valuable, but you then stack up coins of that color making them more difficult to hire.
This is bad if you have a project based on the value of that Specialist.

Has anyone tried allowing players to 'hire' a Specialist from themselves - or you could say you are giving them a raise.
It seems to me this would help increase the value of Specialist projects.

We played with this variant today and it worked ok.

It actually only occured once, but it was worth a few points for that person's Projects.
