All,

Played my first game (2-player) of LoW last night and really enjoyed it. However, in larger player counts (like 4 players) the number of agents are reduced. If I read the rules correctly, there is no way to recruit more agents outside of getting the extra one each player gets at the fifth turn. Am I reading that correctly?

I searched this forum and didn't find this question.

There is a specific quest/building that allows you to get the Lieutenant/Ambassador.
But Agents of your own color (other than the extra one on the 5th Round) are impossible to get.

That is correct. There are a fixed amount of agents other than the addition of the 5th turn.

Saying that, look at Lords of Waterdeep: Scoundrels of Skullport, this adds an optional extra Agent in each color, that you start with in the game with either or both expansions boards.
