Perhaps someone could help...
Rule 17.3.3 Fieldwork states "Non-engineerunits may constructIP if not in GenS or OhS". Does that mean that they can do it if not in GenS or OhS only or that they can do it even when not in in GenS or OhS.
Thanks for clarifying a "not-understanding" in this challenging system

They can build IPs in either circumstance of supply

Hold on!,,

First, Engineers can never conduct an engineering function if out of Supply. If the are using On Hand supply, that's OK. But once they exhaust to OoS, no deal.


Secondly, non-engineering units can construct IPs when out of supply but that is all. Engineers (see above) can't help in this process if they are out of supply.

Thirdly, Quick construction can never be used by anybody if they're OoS.
