Sure. Offhand, the only map-specific rules I can think of which would obviously not work on a different map are the 2-market rules for Korea.

The uranium market of the Australia map would be inconvenient to implement on other maps.

The fixed starting locations of 2 networks in Japan would not really work on a different map, without some modifications.

Australia's "carbon tax" spaces also would not work on other maps, unless you made your own addition.
