Some of the changes that I would suggest to make scythe a campaign game:
- Play always with the same clan - Pretend every game you are playing for a different piece of land and a different factory - if you play again against the same clan, then it means they are invading a piece of land or territory that you already control - game ends until you control X amount of lands based on amount of enemies that you have - probably change every turn the type of disciple
You could create "scenarios" that exist of preset starting pieces placed on the board of one or multiple factions. The goal of your campaign could be to complete one or a certain numbers of (random or fixed) objective cards. Playing maybe as one player against two players and/or factions.
