It seems like the only thing to do is to deprive the player of resources by attacking his/her key cities (those with temples / those producing particularly necessary resources).
Depends on how that player plans to get his remaining personalities, i.e. what possibilities he has left to score. If he goes for temples, destroy his ones, if he goes for Cities, conquer his ones, if he looks for developements, buy them before him; and so on...
