Russia starts with one army while Austria-Hungary starts with two armies?
Russia also starts with two Armies, one in Moscow and one in Serbia.
Both teams start with the same number of objectives occupied (4 vs 4).
In the early game, I believe that occupying free objectives is crucial. They're just lying there open for grabs... if you wait, it will be immensely more difficult later to remove your opponents (who will have had time to prepare their defenses) and build there yourself.
TL;DR: I don't think you should be afraid of drafting at the beginning, especially so with the Central Powers.
