The order of battle is post hitlers decision to divert the panzer divisions to the south or gives the player the option to have the complete army group center before moving this valuable units?

Army group centre has 3 PzG (2 reduced but elite) and 1 Pz division against 6 tank, 2 mech and 2 cav.

North has 1 Pz and 2 PzG (both reduced and elite)facing 1 tank corps.

North Ukraine boasts 8 Pz (5 reduced and 7 elite) and a PzG against 8 tank, 2 mech and 4cav.

South Ukraine has 7 Pz (5 reduced 5 elite) and a reduced PzG vs 3 Tk, 3 mech and a cav.

South Ukraine very recently needed those 7 Pz to stop the 1st Jassy-Kishinev offensive and 5 are sent north before the next attack into Romania but too late to save Minsk. The 8 in North Ukraine block the shortest path to Berlin where OKH expects the next blow and they have more facing tanks them than Centre. There isn't much left for North and Centre. North is quite secure to its front though its flank is about to vanish. Centre is most badly outnumbered in tanks. Maskirovka has worked well.
