I feel like I've scoured the rules but I can not figure out what the value in the Yellow circle is used for.

The cubes represent the command value. The DEFCON symbol determines Nuclear War. And the Event text is the effect if played as an event. I can't find any reference to the 1 or 1+ in the rules.

I found the answer on this thread in the files section.

Quote:
The yellow 1 shows that you receive 1 prestige point at the end of the game for dominationg that battleground.
On military battleground (orange DEFCON symbol) it shows "1+", because you receive one additional prestige point (in total) for dominating the most military battlegrounds.
