If a unit incurs cohesion hits during the movement phase (Ex: terrain, pivoting or wheeling) and it reach the TQ limit does it rout? If a two-hex unit rout because of movement phase does the 9.13 exception apply?

The wheeling maneuver seem really dangerous to use, TQ check at movement phase can make it rout then another TQ check at the shock combat phase.

Any effect that would cause hits equal to TQ would cause a rout. So yes, wheeling a phalanx that close to the enemy and then charging straight at the enemy is risky.

The 9.13 exception (two hex unit saving throws in combat) only apply in shock combat.
