Just bought this (yes I know I'm late to the party ^^) and had a quick 2 player game to get accustomed and know the rules for when we do the "big" round.

(Also then realized why it's rated so low for 2 players)

But...

In the "default" rules, it's said that the game ends when one player builds his 21st plant.

Each player has 22 plants. 1 goes on the "play order" track, 1 goes on the "cities" track.

That leaves each player with 20 plants. How can I ever build 21?

ApoY2k, I'll recommend Power Grid FAQ as probably very worthwhile reading for new players.

(It also answers the question in your original post.)

Ah yeah... we actually played it like this, I just wanted to make sure that this was not an error in the edition we got.

Also, if you think you will play 2 player more often, you might want to check out Power Grid: The Robots: https://boardgamegeek.com/boardgame/108667/power-grid-robots.

Makes the two player experience a little more enjoyable in my opinion.

Or use the "Against the Trust" rules. Cheaper and less hassle than the robots! (Although both are worth trying.)
