On the Teutonic side of the map, in a few cases, I am having trouble determining which hex faces are uphill from the others, especially towards the "back/rear" side, as viewed from the Allies perspective. Sometimes there are what appear to be breaks, and other times the "slope" seems to be fainter than in others.

However, there is a faint, but clear white outline surrounding all of the hexes in the hill territory. Is that what I should use to determine uphillness"?

Don't get hung up on slopes and outlines; what you really want to look at is the color of the hexes. The hill hexes are darker than the "flat" hexes; if a hill-color hex is next to a flat-color hex, the hill is uphill from the flat hex, and the flat hex is downhill from the hill hex.
