does Cry Havoc play well with 2 players, or is the game really meant for 3 or 4 pl? i'm thinking about picking this up with the CSI sale and mostly would be playing this with 2.. or maybe even solo

Solo I would say no, but my son and I play 2 player and its a blast.

The game doesn't come with solo rules, but there's a YouTube video which provides some. Seems workable, but I haven't tried it myself.

For 2 player, it works pretty well, in my limited experience.

It plays well. Better than 3p, I would say.
In my opinion: 4>>2>>3.

And it plays incredibly fast.

I've enjoyed the 2 player game quite a bit.

I'll also toss out there that having played a few times solo to test out some different strategies resulted in a surprisingly fun gaming experience. However, I think that will mainly depend on your tolerance for trying to "play" with multiple hidden hands of cards (I've found there is enough complexity in the decisions to make things murky even when you know what is in the opponent's hand as a solo player).
