The game is really very balanced. If only because when Utug (or any of the other powerful Djinns) is available, everybody can bid for turn order. I would not worry about Utug too much. I have seen him lose at least as often as win.

There are a lot of mitigating factors for Utug (and Leta, for that matter), including the low value of the card and the cost of 2-4 points in order to acquire a tile.

They also provide another interesting layer of considerations for players choosing which tiles they might make accessible to an opponent.
