The rules don't specifically tie Rusted trains to Eliminated trains.

My interpretation of the Rust / Elimination rule: As soon as a train is purchased that begins a new Phase, any "Rusted Trains" are immediately eliminated.

There is no phasing out of trains as in some other 18XX games; these rusted trains can never run again. Simple enough rule, but not specifically stated in the rules.

Yes, when trains rust they are immediately eliminated and may never be used again. All rusted trains are removed from play.

It is quite rare among 18xx for trains to soft-rust or obsolete or gradually phase out.
