As you see (whomever reads this) this is still a work in progress to become a game in progress. But in short, my thought is as this. The player should be able to choose whatever action they want (never to be forced to do something) but what they choose always has consequences. The rules should not dictate. No requirements to implement anything only consequences if you do something. But even that, what you do is always in relation to what others do.
Cards could act as miniatures.
Cost for actions, recovering, movement etc is payed in dice/action points next turn.
Wounds/kills is secondary, first you beat the defence down to zero.
