The problem with the Lamps are Going Out might be the lack of action each turn for the Russian player, other than just refitting spent units.

Balance of Powers is a better overall game IMO, but it all depends on what kind of experience you're looking for. If you want to play out WWI from start to finish in a loooong sitting, then The Lamps Are Going Out is preferable. If you're looking for something closer to a rich simulation with lots of nuance and a massive playing time, the BoP is for you.

Lamps are Going Out is better suited as a 3 player game with two players for the CP and one player controlling all of TE. There's really not a whole lot to do as the Eastern Allies faction beyond try not to die, unless the CP's strategy is to take 4 areas and sit on them until the Bolshevik revolution kicks in, but that's only if the CP player(s) decide to implement that strategy.
