First of all, I always played with a different rule for government formation. The rulebook says that everybody involved must agree tyo form a government. We use to play with every person with candidates in Parlament voting for the government proposal, one vote for each candidate that reached the Parlament. If the majority votes in favour, the government is formed. If not, next turn of a player with a relative majority he can make another proposal (if several players have a relative majority, each can make a proposal at his turn). Of course, more candidates can arrive in the meantime, changing the quantity of votes.
