I guess my question is, did we get this wrong?
I think the rule book is clear, and it is good that someone from the company has spoken up on the issue.
The actual wording in the rule book is not that they can answer yes/no to any question, but can only answer yes/no to attempts to solve a crime. If you look at the top of the page, there is a whole section identifying what it means to 'Solve the crime'.
The reason for this wording is that if one element is right, and one is wrong, the FS can only answer NO. He can't mention it is partially correct. It is only if both elements are correct can he ever say YES.
