You may be interested in Tetrarchia, a simple and fast cooperative game set in Ancient Rome for 1 to 4 players. At any player number, players use the 4 Emperors that ruled together by the end of the III century. They were the Augusti that first took care of east and west, and then their Caesars, that were supposed to help them and take their place in the future.
It includes up to 81 difficulty challenges, and variants that enhance the Augustus/Caesar cooperation, another one that highlights the superior Augustus status, and even one (The Great) that adds some competition!
