Regarding allied NPCs:
1. What happens when you target an allied NPC with an ability that reads "target ally within range X performs move X"? Does the player playing the ability control the movement, or does the NPC move based on their focus rules (if they have them), or does the NPC just not move?
2. What happens when you target an allied NPC with an ability that reads "target ally within range X performs attack X"? Do they make an attack? If so, what attack modifier deck do they use?
3. What if it's a summon instead? Would a summon move according to its focus if commanded to move and attack if commanded to attack?
As to whether the player controls the action, that depends on whether the action you are using to give the actions says that you control it.
As for giving actions to NPCs, that gets a little fuzzy, especially if you're not controlling it. First priority would be to follow any special rules regarding how NPCs move. Otherwise, follow normal focusing rules. If they don't have attack or move stats, then they wouldn't be able to use an "attack+X" or "move+X" action. If they don't have an assigned attack modifier deck, I would use the attack deck of the character giving the action.
