You can easily play The Council of Colbridge with standard playing cards.

For the councillors use the Queen of Hearts, The Jack of Diamonds and the King of Spades. Add a joker for the 4 person variant.

For the score trackers use the tens of hearts, diamonds and spades (or sevens for the two person variant). Place a counter or chess pawn on each and move it through each of the pips on the card to track the scores. Alternatively, you could lay out 1 to 10 of clubs and track the Aces of the other suits along the line according to the councillors' scores.

For the action cards, just draw heart, diamond and club symbols onto scraps of paper to match the PnP card layout: a heart and a diamond at either end of one side of the paper, and a club and a pass symbol at either end of the reverse side.
