It depends on what you are trying to accomplish with the Crisis set. When I have played Rogues in Crisis I found it to be extremely easy to win given the Teamwork ability. If you trying to have a balanced/tough game for Crisis, you may want to make some modifications to the ability such as the player paying 1 VP to Teamwork a foe using their character instead of the foe gaining a VP.
Rogues would probably fit better in the competitive set that you are building. In this framework, I found that the Teamwork ability would help those that were not able to thin their deck as quickly and led to a reduction of the VP spread at the end. I have not had as many "runaway" experiences with the Rogue set as I have seen in other games/expansions.
