I'm using ToEE campaign rules in Castle Ravenloft without owning ToEE.
I've printed Advancement tokens from this link https://boardgamegeek.com/image/2523080/geckoth

To change difficulty during character progress I use this rules:
- When you kill monster on black triangle tile drag one treasure token from Wrath of Ashardalon or PocketDM app
- When you kill monster on white triangle tile drag Treasure Card normally.
- When you explore new location drag one monster token from monster token pool.
- When you kill villain drag Treasure Card with item (discard others)

Monster token pool depends on heroes progress:
- Starting monster token pool: 5 x non monster token; 5 x 1 monster token; 5 x 2 monster token.
- After leveling 1st and 2nd hero add 1 x 3 monster token for each level.
- After leveling 3rd hero add 1 x 4 monster token from Legend of Drizzt or add 1 x 2 monster token and 1 x 1 monster token.
- After leveling 4th and 5th hero add 1 x 1 monster token for each hero.
- After buying Advancement token first add 1 x 2 monster token; when there are no more 2 monster tokens then replace non monster token with 1 monster token and finally when in the pool there are no more non monster tokens remove 1 monster token for each advancement.

Rule’s changes:
Adventure 1: play with more than one hero, it’s harder because Sthrad activates more often. You win if all hero runs away.
Adventure 4: after winning discard 12 items
Adventure 7: play with more than one hero: 5 heroes - 0 Healing Surges; 4 heroes - 1 Healing Surge; 3 heroes - 2 Healing Surges; 2 heroes - 3 Healing Surges.
If adventure ends with failure because of one hero's death you can try next time but with other hero (starting with 0 level and new random item). All death hero’s belongings are discarded. Monster pool should be corrected according to new hero progress (still you can buy him advancements if there is backup gold).

In this idea I don't change monster's power but there is a better chance to draw more monsters. After 6 adventures I have bought 13 Advancement tokens, monster pool has 5 x 1 monster token, 6 x 2 monster token and 2 x 3 monster token. Game is more epic and more similar to Diablo with lots of monsters and legendary heroes. It feels easier than before but I have more options and more control.
What do you think?

Yesterday we've finished our 5-adventure campaign with the rules that I posted above. We've started with adventure 9. Gameplay was easier than original "no campaign rules" but we had far more options with the game control and heroes progress. When our heroes got new advancement tokens the monster pool became harder. That is why we were always trying to keep our items than selling them for advancement tokens. In our games there were plenty of monsters and that is why we had more experience points to cancel encounters. It feels that the game was more balanced with the difficulty however I recommend to use only one surge health token per adventure. Last adventure was a blast! We were lucky with our dice rolls but even with our 8 advancement token in pool and with plenty of items (like Holy Avanger and Stake) it was a close call (Rogue with 2 HP and Warrior with 4 HP and 0 Sourge tokens).

3. Monster token pool rules:
✦ When there is no monster tokens in the pool refresh it.
✦ There can be only one Villain in play, if you pick next one treat it like a 0 Monster Tokens.
✦ Artemis Entreri and Jarlaxle Tokens: If he is a player hero treat that tokens like a 0 Monster Tokens.
✦ When you pick 4 Monster Tokens or 4 EXP Monster or Level 5 Villain Tokens or Level 6 Villain Tokens set on new Tile random Treasure Cheast Token.

4. No. Healing Sourge Tokens per Campaign: 5

5. Power Cards: Random pick only.

6. Starting Items: 0 (Jarlaxle gets at the start of each Adventure one random item)

7. After Defeating monsters: 1 Treasure Card (WOA 1 Treasure Token) per Hero Phase

8. After Defeating villain: 1 Treasure Card Item

9. After Winnig Adventure: 1 Treasure Card Item

10. Town Actions:
✦ Buy Items. You may buy Item Treasure Card from top 3 Item Treasure Cards.
✦ Sell Items. You may sell any Item Treasure cards your Hero
has gained. The sold Treasure card(s) goes back into the Treasure deck and the Hero gains 300 GP per Item (600 GP per Advanced Item).
✦ Trade Treasure Cards and/or GP. You can barter with other players, exchanging Item Treasure cards for other Treasure cards or GP (gold pieces). Alternatively, you may give another player an Item Treasure card or gold pieces without receiving anything in return. You can only trade items and GP with Heroes that are participating in the adventure. For example, if no one has played the Fighter for 2 adventures, you can’t “borrow” the Fighter’s 400 GP. Even if you’re playing the
Rogue.
✦ Hire Ally. Your Hero may spend 300 gold pieces to Hire random Ally for one Adventure.
✦ Level Up. Your Hero may spend 1,000 gold pieces to become 2nd level! Flip your 1st-level Hero card over to the 2nd-level side. Leveling up to 2nd level increases your Hero’s Hit Points, Armor Class, and Surge Value. It also allows you to pick one more Daily power. For the remainder of the campaign, your Hero is at 2nd level.
✦ Buy Advancement Tokens. You can only choose this option after your Hero has leveled up to 2nd level. Your Hero can spend gold pieces to buy Advancement tokens; each token has a unique cost. An Advancement token allows your Hero access to a specific benefit. A Hero can never trade or give an Advancement token to another Hero. The available tokens include:
✦ Reroll: This token can be used to reroll any die rolled during your Hero Phase. Cost: First 400 GP, Second 500 GP, Third 600 GP, Fourth 700 GP, Fifth 800 GP, Sixth 900 GP
✦ +1 Damage: This token can be used after you hit with an attack to deal +1 damage. Cost: First 500 GP, Second 600 GP, Third 700 GP, Fourth 800 GP, Fifth 900 GP, Sixth 1000 GP
✦ Regain 2 HP: This token can be used to regain 2 Hit Points. Cost: First 600 GP, Second 700 GP, Third 800 GP, Fourth 900 GP, Fifth 1000 GP, Sixth 1100 GP
✦ Recharge: This token can be used to flip up any face-down Power or Treasure card, enabling another use of that card. Cost: First 700 GP, Second 800 GP, Third 900 GP, Fourth 1000 GP, Fifth 1100 GP, Sixth 1200 GP

11. Options:
✦ In CR and ToEE you can't buy items.
✦ You can rise Number of Monster token pool by 1 for Drizzt, Artemis Entrari, Catti-brie or any hero that you think that is over powerd.
✦ You can play competitive/solo/team Advetures like cooperative.
✦ When you play Artemis Entrari or Jarlaxel in Adventure when you should use one of them as a villain pick randomly another.
✦ When hero dies you can select another hero with 1st Level and 0 Advancement Tokens. Monster token pool should be Upgraded. You must repeat failured adventure.
✦ There can be only one Villain in play if next Villain is sharing the same Villain card, if you pick next one treat it like a 0 Monster Tokens.
