If a historical driver is supposed to bid 1/2 for pole, and the Pay Order on his driver card is: -3 (red skill), -1 (green skill), W (wear) - what would be the correct way to pay?

A) should the driver "overpay" by using the -3 chip (paying 1 1/2 for the 1/2 bid)?

B) should the driver pay by using the -1 chip (paying 1/2 for the 1/2 bid)? This is what a "human" driver would do.

And a similar question, to pay an exact amount, would the AI ever skip to using a wear instead of a -3 skill chip?

I'd use the Green chip worth 1/2.

Which also answers your second question, the HD should pay what they bid, and with a combination of Red and Green skill plus wear they should be able to do it. Skipping the Red if the total bid is less than 1.5
