Dean, is 16 supposed to represent the # of aircraft in the group flying the mission? Is it one strength point per aircraft?

I've seen 12 aircraft box formations and other box formations used at different periods of the war used 18 and 21 plane boxes and I know many different formations were experimented with throughout the European campaign.

Just trying to picture in my head the formation being used and what the strength points represent in your game.
