Can someone explain the quarantine mechanic? We just opened up the stuff before start of 1st febuary round. What happens if I place a quarantine token in a city? Can't the cubes now spread even if there would be 3+1 cube??

And another question: We already played with 4 characters (january)... so these would not get a relation sticker because they wouldn't be 'created' at the start of february, right?

Instead of placing another cube, you remove the quarantine marker. This is true, even if there are less than 3 cubes in the city with the quarantine marker. Basically, it gives you a bit of space to breathe for 1 round.

To go into a little more depth on both questions:

Quarantine

Whenever the game tells you to add any number of disease markers (in February, cubes) to a city, first check whether there's a quarantine token there. If there is, then, instead of adding the cube(s) (or whatever in later games) and/or triggering an outbreak, you take away the quarantine token and otherwise ignore that instruction to add disease markers. If the Quarantine Specialist is in that city, and there's a quarantine token there, then you both ignore the instruction to add disease markers, and leave the quarantine token in place.

If the disease marker was being added by an Outbreak, then later Outbreaks in the same chain can add markers to that city since the quarantine token is no longer there (unless the Quarantine Specialist is there to keep the quarantine token).

If an Epidemic's Infect step would have you add 3 disease markers to a city with a quarantine token, then, because they would all be added at the same time, the quarantine token blocks all 3 markers.


Relationships

If you only play characters in February that were already played in January, then none of them will get relationships.

From February onwards, whenever you play a character that hasn't been played before, they get a relationship with an existing character - so, unless you stick with the same 4 characters for the whole campaign, at some point at least one of those 4 characters will get a relationship sticker because a new character has a relationship with them.

If you play two new characters in the same game, then you choose which order they get created in - one of them will have to have a relationship with a pre-existing character; the other can have a relationship with the first new character.

For example, if you played Dispatcher, Medic, Researcher, Scientist in January, in February you could:
- play Scientist, Researcher, Medic, Dispatcher and have no relationships
- play Scientist, Researcher, Medic, Quarantine Specialist and make the Scientist and Quarantine Specialist Coworkers (or Dispatcher and Quarantine Specialist if you want - it doesn't have to be a character in the current game)
- play Researcher, Medic, Generalist, Quarantine Specialist and make the Researcher and Generalist Coworkers while the Generalist and Quarantine Specialist are Family Members

There are, of course, many more possibilities.
