If two factions come to an agreement, do rules force them to keep their word?

Using the example in the playbook where Taleban give 2 resources to Warlords asking them not to pass the event card, the Warlords player is not happy about they way Taleban did their operation, can they decide to forget the agreement and pass?

If agreements are not compulsory, then the Taleban player could have proposed the agreement just after the action and before Warlords decided to pass, but maybe in that case the Warlords player wouldn't have accepted...
