The Free Assault that can happen after a Government executes Garrison is only executed in EC's (so no Assault in Santiago as that's a city).

Quote:

3.2.2 Garrison. Garrison Operations protect ECs by moving Troops
or Police to them and finding and removing Guerrillas there. Pay 2,
3, or 4 Resources total (not per space) according to the US Alliance
track (6.3.1). If a Limited Operation (2.3.5), all moving cubes must
end on a single destination space.

PROCEDURE: Move any number of cubes from any spaces to any
ECs or Cities. Then, in each EC (whether or not a cube just moved
there and even if the Garrison is a Limited Operation [2.3.5]),
Activate 1 Guerrilla for each cube there. Then, if desired, Assault
(3.2.4) in 1 EC at no added cost.
If a Limited Operation (2.3.5), the
Assault must be in the destination EC.

FYI I would strongly recommend you play through the game controlling all sides at least once without the bots (controlling all sides) - it really helps to have a handle on what the factions can do before trying to interpret the bot directions.

Plus the game is completely solitaire playable (and still fun!) if dispensing with the bots entirely and just playing all four sides yourself. It's what I've been doing with Cuba Libra these past few weeks. It's also faster to play this way and you will find that the bots don't always make the wisest decisions based on the current board situation.
