Subject: German Raiders untouchable rss

It appears that you can hide the German raiders off the coast of Japan and the British or Americans can't go after them. So each turn the German get one strategic point per raider. Seems silly that raiders can't be hunted.

Just rule the Raiders should not be able to operate within the Co-Prosperity area. Would solve the problem and be historical. Putting them there is really gamey.

It would be more in keeping with the events to make a die roll for war between Japan and Germany each turn a raider is within the sphere.

Germany and Japan are non-cooperating allies per 3.6.5. German raiders cannot use Japanses ports or stack with Japanses units, per 3.6.2.

Anyway they are untouchable unless:

a) you played the radar event
b) you use a task force with a CV to find them
