By the rules of the game, you should draw three; one goes into play as the new rule, one is buried, and the third you basically remove from the game as a victory point. Then you shuffle up and deal a new hand.

It seems that the rules enacted are basically random since they apply equally to all players before the deal.

I'm wondering if there was any reason why this method was chosen rather than dealing all of the cards before rule selection. This might give a benefit to the dealer that goes last. He can get a one round advantage that offsets the penalty of going last. He's won a round so a penalty is fair but it seems that there's not much strategy to the rule selection process at all if you don't know what cards you will be dealt.

I feel confident in saying that the choice of which rule to add is not meant to be strategic. It's just meant to let you shape the game in various ways. Like, let's say the current rules make each hand really slow. You might then choose a rule that makes the game faster, like one that adds Jokers. Or maybe you want to choose a rule that you haven't played with before. Or one that interacts in an amusing way with the existing rules. Or just one that looks cool to you.
