I've been playing this game with my wife and after a dismal failure in January (our first card drawn was an Epidemic), we've been doing pretty well. We just finished June and things have definitely gotten harder. There have been some very close calls (1 disease cube left, 1 outbreak left, ...) but we made it by the skin of our teeth. As for upgrades, we have primarily focused on the ones that make all the diseases easier to find cures, so one of us plays the Scientist and we can find cures instantly when that player collects 3 blue cards, 3 red cards, and 4 yellow cards. Because of this, we haven't really focused too much on adding Research Centers or the upgrade to make them permanent.

We also haven't really focused too much on adding the Military bases or making them permanent either. So I was wondering if you have found it helpful to make those military base structures and take the upgrade to make them permanent in your games. We focused more on making roadblocks permanent.

Our team never made any roadblocks, but did create a lot of starting military bases. Other than that, in the early months we balanced upgrades between characters and positive mutations, plus two extra research stations.

I can say what we did without creating a spoiler, but it would probably be a mistake for people to comment with hindsight on how well their choices turned out!

Caution: You may do this only after you have eradicated that particular disease in the current game. I say this because we made that mistake as well and only noticed it around April.

We used all the military base stickers, but no roadblock stickers. So we always had the build military bases mission solved right away. There is a disadvantage to that, though, which will be clear later.

Yes, we only upgraded the diseases we were able to eradicate.

Are you saying the military bases will actually make the game more difficult?

Any answer given to that will be a spoiler for later in the game. Just play and make your own choices.

We built a network of permanent military bases pretty quickly - the free objective each month was a big draw...

In our campaign, we made heavy use of the Quarantaine Specialist, with the Local Pressure upgrade.

To that end, the military bases in the Coda regions (for us, Asia and the Pacific) helped tremendously in keeping Coda under control. Having another base in Atlanta helped getting her into the hot-zone quickly.

Other than that, we usually went for other objectives than '1 base in every region'.

As said, "how good is this ability going to be for future games?" is a difficult question, since the usefulness of any ability or upgrade is always determined by the spoiler information of how the rules change. Any answer will give hints to how the game does or does not change in the future.

For example, if you asked if the Scientist would get more useful, either answer would give you some idea what diseases could be cured or how often cures would be involved in your win conditions. I'd recommend making your decisions based on what you know at the moment and what you might guess will happen in the future. You might be wrong, but a lot of the fun is in finding out.

That said, at your point in the game, we'd invested in the military bases with some success. The "6 military bases" goal became more reasonable, and permanent military bases helped keep COdA under control when combined with Local Pressure and the fact that they don't get destroyed by riots. I definitely know people who did NOT do this, so the usefulness of these features really comes down to your playstyle.

Randy, the game is well balanced, so that any upgrade you make may end up having its pros and cons. It's always worth evaluating what upgrade will help you most right now, because rule changes may leave you finding that the upgrade is no longer helpful down the road.

There is genuine personal choice around upgrades, to the extent that it's not possible to look back and say 'this was a good upgrade, and this was a bad upgrade' - realistically it all comes down to the timing and function the upgrade ends up having in your game. It's one of the best things of the game.

Going in to those pros and cons specifically is what gets spoilery, and trust me when I say that there is no way I'd tell you which of our upgrades were way better than expected and which didn't pan out... suffice to say that most of them did both across the course of the game as a whole.

Also, which options are useful will depend on how well your particular team is doing. For example, something that helped a character survive scarring would only be helpful if your characters were getting lots of scars.
