I’m not sure how to interpret the rule.

Can your second character move if the first one is in jail?

You choose if you are going for the out of jail roll before rolling the die, but if you miss the roll, do you flip the character?

Jail rules are followed for the specific character that is in jail. Thus, if you can choose to activate either character at the beginning of your turn, you can either activate the other character normally or activate the jailed character using the jail rules. Regardless of the result of the die roll when activating the jailed character, it still counts as an activation and the card would be flipped

first decide if youre gonna move your free character, or try to leave jail. if you choose the jailed character, decide if youre gonna roll or pay. if you roll and fail, the character still flips upside down, and next turn you move your other character
