We just played our first 2-player game, Cadum vs. Pars, with a win for Cadum. The win for Cadum feels a bit uncomfortable due to a series of severe outbreaks.

We had the event "Hazardous Waste Warehouse Malfunction" (adding 2 power to all radioactive spaces, hence creating a 4-radiation space).

The "Outbreak" of Cadum explains one can "move" the radioactive space into a different rule. We interpreted "move" as "teleport", so the 4-radioactivity jumped all over the board, right into the pack of Pars microbes. Is "Outbreak" meant this mobile, or means "move" "move to an adjacent room"?

I admit that Cadum has to spend a massive amount of energy for several outbreaks, but this was easily covered (it happened in round 4) by spending trophies.

The fast-growing Pars was simply not able to grow that fast to catch up the radioactivity.

Yes, outbreak let's you teleport radiation around.
If you play against Cadum, you should always consider black genes - they can save lives of many microbes. You should also be careful not to spread widely, as you would have hard times with your resilience tests. Finally, the weak point of Cadum is that it needs quite a bit of time to get dangerous, so you should be aggressive against it.
