Seems in June 41, the Europe 1941-1945 scenario, the Germans can sometimes/usually avoid entering one or both of the Russian Air bases, telling their army commanders under pain of death not to enter those hexes, go around for an extra MP if need be, forcing the Russians to voluntarily eliminate in maybe June, most likely July. Unless Im missing something.

Was thinking maybe:
In the Supply Check Sub-Phase, A Russian air unit with a non-voluntary No Supply marker may make an Air Rebase action even if at 6 Sorties, otherwise add one Sortie.

Why are you adding additional complexity? What are you trying to fix? I don't see the problem right now. Does this move break the balance of the scenario?

The Soviet air units will block supply lines. And if they are not, then the front is far enough back that the one lost turn is not going to make that much of a difference to the Soviets. I have not seen this be a game changer. Annoying, yes, but not something big.

However, if one does feel strongly that it affects balance or that it is an anomaly, I suggest the following.

Voluntarily eliminate it. But instead of putting the air or naval unit in the Eliminated box, put in the Mobilization box. That way it is mobilized with 4 Sorties on the same turn. That would be the close to rebasing and it avoids doing something out of sequence.
