So, based on GW canon, are Goblins generally a lighter or darker shade of green over their greenskined Orcish brethren?

It depends, but this might help

Generally Orcs are either same color or darker than Goblins depending on the sub-race.

Varies.

My favourite goblin style was a yellow green. Highlights would be a dilute bright yellow. It's cartoon like.

More modern style can be a slightly brown green.

Orcs are darker green (especially black orcs...obviously).

Acording to the Ork Codex of 1999 that I own, the darker the skin, the older and powerfull the ork

I've always painted them the same shade. Most of the models the GW team showed in pictures didn't have much difference in colour, so even they didn't really follow it.

Background allows you to pretty much justify any form of green. Whatever works for you.

Also, GW's line on cannon is that "It's all cannon, it just may not be the truth".
