It's unclear to me how exactly this works, and how much you have to pay.

If I take the 4 coins tile, which people can I pick? Do I have to pay their cost shown in the rows on the gameboard again, or do you only have to pay the cost of the tile you pick? What if I want to train two people? I'm so confused.

I have only read the pdf

From what I gather tyou pay the cost of the tile you took. That then sets your limit. If you choose to train one person you may train any type of person as long as the cost in the upper row is equal to or less than what you paid.

If you wish to train two people then you use the lower row costs, and you can train any two people you wish as long as they are at or to the left of the column showing the cost you paid (the second row)

You then move the tiles for the people you trained to the fsr right (making them the most expensive to train)

At least thst is my take.

Yeah I kind of figured it out when I read the action that allows you to take new civilization cards, it's explained slightly better there.

Just think that this is the same as with the administrative costs in Arkwright
The amount you pay for the action is what you have to expend later
