Is there any thought out there to delaying events not picked one year to the next? So the one at the end of '40 would get put in the '41 pool...but if not drawn during '41 you would execute them at end of year.

So, if 1,3,5 are not drawn...then in 41 the first time 1,3,5 re drawn they would be the 40 event, and then tossed back into cup for '41.

Thoughts?

It has the potential to really hose the naval-dependent powers and disrupt expected/necessary events.

I mean, what if Japan isn't allowed to attempt Pearl Harbor until '43? Until the Essex carriers are in commission and the Independence CVLs are the cannon fodder in Pearl?

What if Overlord isn't available until 1946? No Italian entry until 1942?

(Your actual worst case here is that these things never happen at all)

Well, not to put too fine a point on it, but that would completely break the game.

Years and years ago, the event system was actually designed that way -- but there were so many events that had to contain disclaimers ("Ignore this event if drawn after 1942", etc.) that I just cut all that out and left the system as is. Some of the events would be ridiculous if they happened in the wrong year (would Canada really have remained neutral until sometime in 1940?) and that was a powerful reason I had to make all events year-specific.
