Will this system work for tactical Naval games with carrier operations? How about combined arms like Flames of War? Thx.

The rules are designed for foot units. You could multiply the movement range for vehicles. Naval would stretch the system.

Orders direct units to move either defensively or more aggresively. Without terrain, it would move them randomly.

Patrol orders could work moving Naval ships in protective routes before the Enemy AI knows of the player's units arrival in contested waters.

Once, the enemy is alerted to the player's presence, the Attack orders wouldn't be able to take full advantage of the system without terrain to hide behind.
