To better simulate the Troopship convoy, and remove the 2nd force of 4 CA that arrives as an AA screen.

Use these 4 counters to represent troopships. Each one would represent about 5 TR, AP, or AK. Because of this they have a speed of just 1 [really it should be 1/2, but 1 s slow enough]. During the invasion treat each troopship as an Axis & Allies Inf. and the Midway garrison as an A&A tank [def. of 3]. Fight 1 round per game turn in the IJN turn. If the garrison is not reduced by air attack or bombardment, then add a def. Inf. to fight with the tank.

I would also let BB bombard at 2 and CA bombard at 1 [including the 4 that are also troopships].

This reduces our use of these ships as part of the IJN AA screen for its CVs. This didn't bother the IJN because they didn't apparently intend ships to defend CV from planes. Apparently they though this was a job for the fighters and the helmsman on the CV who should maneuver to dodge the bombs and torpedoes. They therefore spread their ships out more.

I'll post another untested idea for that later. Something like this.
The AA rules for the US are unchanged. Except for both, when an attack is unopposed by AA or FTR then the max. loss is 1 plane factor.

The AA rules for the IJN are changed.
1] The range of AA guns is reduced so that ships can't fire diagonally if the range is 2, only straight to the sides, front or rear. So, not like a Knight moves in Chess and like a Bishop only at a range of 1.
2] The AA strength of the target ship is +2 for reducing damage, but not for causing plane casualties. This is for dodging.
3] If attacked by at least 2 plane strength points a ship must fire at the planes that are attacking it. For a BB if it would be attacked at at-least 2-1 odds.
