How do you mix the various promo cards with the base game?

Since all the promos that have been released thus far have been contraband, I figure there are two basic ways to go about it...

1. Swap out an equal number of standard contraband with whatever contraband promos you want to add.

2. Just mix everything together without worrying about throwing off the contraband/legal goods balance.


What are your experiences? What are the pros and cons of both methods? What seems to work best for your group?

Also... a secondary, but related, question would be: which promos seem to work best when they go into effect? Which are duds? Have any proven too powerful/game-breaking?

Are there any you never play with? Are there any you always play with?

Eager to hear some of your thoughts.

I just mixed them all in. There are a ton of cards already, so the few extra reds don't hurt the game at all.

If you're using the Sheriff of Nottingham: Merry Men expansion, coming out later this month, you definitely do not want to remove contraband and replace with promos if you're going to use the Black Market or Special Orders modules.
