If Ferengi doesn't get the production boon from the trade relations what it their best line of approach to the game?

the ferengi get production just for being in orbit of rival planets, regardless whether they hold their trade agreements.
given the mechanisms they have to drop off ships here and there its quite difficult to stop them from orbiting your planets.

ferengi will prefer to go last in a turn, so they can drop their ships while opponents cant start a battle anymore this turn to chase them off.

Their various fleets can help in getting ships in orbit.

The Commerce Enforcement Squadron allows you to "end you movement in a system with rival ship regardless of trade status" This allows you to get at least three ships in orbit of a system with a blocking ship. If there aren't any more rival ships to block your movement further you can disband the fleet to the send the various members deeper into that rivals territory. As you don't pay the command cost to enter warp you can repeat this procedure until you're past the boarder defense ships.

The Market Penetration Convoy can add a space lane to a system your reluctant rivals think immune to visits by Ferengi and don't have ships in position to stop you. As you are moving in with three ships if your rival is weak you can still shoot your way in if you have to force your way in if you have a command to spend for the fight. (I did once so far).

The Franchise Establishment Fleet coupled with the Grand Nagus can be incredibly powerful especially if they've been in warp building up speed or you have a lot of warp advancements. If a rival hold the Nagus they cannot refuse your fleet entrance to their systems so you can potentially go roaring through their worlds dropping of ships as you go (Up to 5).

Granted once you're in rivals territories they can hunt down and destroy your ships but that takes commands away from them that they might have better uses for. Also look out for rivals needing production against rapacious neighbors. They are far more likely to let you in.

Also don't forget the advancement that allows you to spend production to turn off rival military advancements as this can seriously de-fang efforts to dislodge your ships. If you do this a lot you can screw up diruptors and cloaking devices (and attendant warp advancements) before they can be used against you (or other rivals) assuming you go first/before your reluctant rivals can act.

The Ferengi are a lot different to play you just have to figure out what works.
