Looking at Watch it played! video it seems to me that the change from a borough map to cards change the game in a way that the second edition should be treated as a separate game from the first.

Borough cards are semi-randomly draw from a deck, no underground, some borough have special powers and a different way to handle poverty cubes.

If War of the ring, Through the ages and A Study in Emerald editions got different pages, I think this reprint is worth of a separate page too.

I think so... I've seen many games getting a 2nd page and being pretty much the same game... this one effectively has some differences that change gameplay so it should have it's own entry

This new version is "London: the Card Game" even though, arguably, the original was mostly one too. Poverty is different here, boroughs are handled very differently, earned VPs are now open information, the city cards are bound to be different (no underground at the very least).

I think it is certainly worthy of a new entry too.

I don't think ANY 2nd editions should get their own page.

Unfortunately, it would appear I'm in the minority.

The publishers should have renamed it the "10th Anniversary Jumbo Deluxe edition" and taken out 15% of the gameplay - that'd have got it a 2nd page.

To me reprints shouldn't have new pages...

2nd editions should because the game is effectively different from the first one...

That should be the point... if the gameplay is the same it should be in the same page if the gameplay is different then it should have it's own page

I agree that the matter is tricky: I think that in some case the fork has been arbitrary and wrong (think of the Viticulture collection). In general, I think each game should be evaluated on a case-by-case basis.

However, BGG modus operandi is quite clear in case similar to London, thus this new reprint should be treated as a new game.

Really? Have you watched the video? How different does it have to be to warrant a separate entry? This is clearly a different game than the original version of London, not just a reprint or a new edition with updated artwork.

Different enough that somebody could conceivably enjoy one version and not the other.

Ther are certainly times when BGG has split when I didn't think it was needed (though I can't think of any offhand), but in this case I think it is different enough.

I believe there are none in the new edition.

In the old game there are "Underground" cards, which may be played in your city display. When activated they add underground markers to boroughs on the board which add 2VP for the borough owners at the end of the game.

This is actually specifically mentioned in the rulebook and the marker is shown in the components list. You should have 10 of them.

I think this is just a possible future scenario where someone could be confused.

I agree in general, except where the gameplay has significantly changed. In this case, the change appears enough to warrant a separate entry.

I did GM Eric Martin yesterday to ask for it to be done - not sure if there is a 'proper process'.

If you think there should be a Second Edition, then add it as a new game entry here on BGG stating the reasons why.
The new entry should be a 'reimplements' the original.

A similar circumstance would be A Study in Emerald that was rejiggled into A Study in Emerald (second edition)

Here is a link to the reasons for creating a new game entry.

People add the game entry first, adding as much info as they can. The BGG moderators will (eventually) approve/reject the submission.
