I couldn't find the answer to this anywhere. On page 17 of the 1st edition rulebook, it says 4. Reduce Tribal relations and 5. Receive/activate benefits, but on the next page it has another "4" and "5." How many steps are there and in what order are things done?

Each page of the rulebook is split into a left side and a right side. Read the left side from top to bottom before reading the right side from top to bottom.


The Conflict Phase consists of the following three parts, in sequential order:

1) Recruit Generals(Rounds 3, 5 and 9) on the bottom of the right side of page 3
2) Select Alliance Action Space on the left side of page 4
3) Bid for Action Spaces on the top of the right side of page 4


This is followed by the Resolution Phase. The Resolution Phase consists of the following five parts, in sequential order:

1) Remove Tokens on the top of the left side of page 10
2) Determine Turn Order For Next Round on the left side of page 10
3) Take Actions on the bottom of the left side of page 11
4) Reduce Tribal Relations Level (if action is not taken in the round) on the bottom of the left side of page 17
5) Receive/Activate Benefits on the bottom of the left side of page 17


This is followed by Update and Maintenance. Update and Maintenance consists of the following five parts, in sequential order:

1) Flip Criterion Markers on the right side of page 17
2) Pass Han Emperor Token on the right side of page 17
3) Pay Popular Support Tokens' and Stationed Armies' Upkeep on the bottom of the right side of page 17
4) Award Military VPs for Stationed Armies on the left side of page 18
5) Update Round Track on the bottom of the left side of page 18


You may also refer to the Table of Contents on the left side of page 2, which also gives the above headings and the pages they can be found.
